
EV Digital Competitiveness Index of Indonesian Regions (2020-2024)
At Katadata Insight Center, Mulya was principal researcher for the East Ventures Digital Competitiveness Index for Indonesian Regions. He created the index, including framework and methodology, and oversaw the construction and reporting of the index.
Katadata Insight Center and East Ventures produced an annual study on Indonesia's digital competitiveness, from the national to the provincial to the regency and city level.
Excerpt from the 2023 study:
For five years, Indonesia's digital competitiveness has consistently increased. The 2024 EV-DCI score increased by 35.5% from 27.9 in 2020 to 38.1.
Although the overall score has improved, the gap is still a challenge with the standard deviation increasing from 9.5 in 2023 to 10.6 in 2024. The three pillars with widening disparities are the pillars of ICT Use, Spending on ICT, and Economy. Specifically, the development of digitalization in the new provinces in Papua is relatively slower compared to other regions in Indonesia.
Overall, the increase in scores was most driven by the Output sub-index, specifically the Entrepreneurship and Productivity pillars. In this pillar, there is an increase in the use of the internet for work purposes and the growth of fintech loans which is quite evenly distributed throughout the province.
On the other hand, the increase in the EV-DCI score was not very significant due to the decrease in the Human Resources pillar in the Input sub-index. One of the pillar indicators, the Digital Literacy Index, experienced the largest decline in technical nature, but in fact some provinces showed an increase in performance. Some provinces experienced very rapid growth so that it surpassed the growth of other provinces that were less fast.
The top ranking of the index is still dominated by provinces on the island of Java Of the 10 provinces with the highest index value, 6 are from the island of Java. DKI Jakarta and West Java managed to maintain their positions in 1st and 2nd place consistently for five years. Among the top 10 provinces, Central Java experienced the most significant decline in performance.
